Whenever I try Installing System Recovery 18 on windows server 2019, the loading install windows will appear and the progress bar moves all the way to then end then the window disappears and nothing happens after that. I have tried several times with no success. I would be very appreciative if you could kindly hep me resolve this issue.

It may be worth checking the VSR SCL (software Compatibility List) as it notes:
"Windows Server 2019 is supported from Veritas System Recovery 18 SP2"
