Exchange 2003 Recovery

I've got an Exchange 2003 configuration with three servers in the administrative group.

1. Server1 (production)
2. Server2
3. Server3 (standby Server)

Server1 is the production machine. I'm currently backing up the Exchange stores using Symantec Backup-Exec 10d with Exchange Agent. I wanted to restore the Server1 IS store to Server3 for recovery of a single box using ExMerge.

I've created on Server3 a recovery group and database name the same as was present on Server1. It defaulted to one called it Server3 and was the only browsable one. When I try a restore, backup-exec just runs forever and when I cancel, I get the error "The database is currently mounted or is not enabled for restore."

Somebody told me that it's because I don't have the correct database transferred from Server1 to Server3. Does anybody know if this is the case? If so, how do I transfer the database from the production Server1, to Server3 without taking Server1 offline?

Any help is greatly appreciated.
Thanks
