Are you sure its tape drive and not slots?
Could you post screenshot of the 256 drives which are visible in Backup Exec.
EDIT: Also let us know the make and model of the tape library.
Check if the hardware appears in BE2014 Hardware Compatibility List..

Is that a REAL IBM 3584 library with 512 LTO3 drives? If that is a VTL (virtual), then it isn't supported using that inquiry string. VTLs require a VTL specific inquiry string to be supported.

Why are you defining so many tape drives for your VTL? BE can only use one tape drive for one job, so are you going to run 512 jobs concurrently? If so, due to resource contention, you might find that the overall time for all your jobs will be more than if you run the jobs serially or a few concurrent jobs at the same time.

VTLs and physical libraries have the same scale limits.
What is your VTL? Is it on the HCL? You can probably make it become supported by changing the inquiry string during configuration.
