Backup Exec V-Ray Edition

The V-Ray edition is licenced on a per occupied CPU socket basis. In your case, you would need 4 licences.
I don't know what you mean by Management, but if those servers do not have any applications and databases. It might be cheaper to just buy 2 Hyper-V agent licences which would also entitle you to load RAWS onto your VM.

Using the Hyper-V agent and with a single backup (where GRT is enabled), you can restore complete VMs (.vhd) and also restore individual files and folders. So there is no need to buy any extra agent for the VMs since they are included. You'll need agent for windows license only if you are planning to backup physical machines.
