Please try to run repair backup exec database:
http://seer.support.veritas.com/docs/265180.htm
If this does not solve the issue, try repairing BE installation:

I have admin rights so I cannot be a permissions issue.
I will try the 2nd idea - James_ThompsonLevel 3I am also unable to open up add/remove programs
I have tried in safe mode also and still no access - priya_khireLevel 6Hello James,
Since when does the problem occur? Is it occuring only with the backup exec application? Are the other applications on the server (if any) running well? Had the installation of backup exec succeeded well and was the server rebooted after that?
Try rebooting the server and try opening the application after that. Revert with the details on the errors received if the issue persists.

Regards. - James_ThompsonLevel 3I have tried rebooting the server a few times and it is still the same.
Backup exec has been running fine for months so the install must've been successful
All other services/programs are running as normal - Asma_TamboliLevel 6Hi,
Please create a folder named "backup" in the path :
C:\Program Files\Microsoft SQL Server\MSSQL$BKUPEXEC
Also, ensure that the MSSQL$bkupexec service is running under the local system account.
Please let us know if the issue persists.

Still getting the same error when trying to open the program - Ajit_KulkarniLevel 6Hello,
What is the configuration of the server on which Backup Exec is installed ?
Did you made any changes on the server ?
What other applications are installed on it other than Backup Exec ?
Kindly update.
Regards
