License Keys and Installation

I am trying to add a license key to my small business installation.  When I go to Tools, License Keys and Installation, I get a short hour glass (1-2 seconds) it then goes away and I do not get the installation screen as I would on other servers.

 

Can anyone assist?  Is this a Windows installer version issue?
