Hello, Is it possible to perform migration of a Closed Vault Store Partition off to a 3rd tier storage (or tape using NBU integration) or does the collections and migrations feature only work with Open partitions?

I think this should work with closed partitions, too.
I highly recommend not migrating it to tape, specially if you have Offline Vault in place.
(Think about what happens if someone has to rebuild OV...)

The "Collections" and "Migrations" feature of EV is not index specific. These advanced features of EV allow you to identify and perform an action against archived data of a given age - irrespective of the status of the index.
If you use these features, archived data from both closed and open partitions may be included in the collection or migration.
