Pending item moved - does not "vault"

I have looked for tech note for an "official" confirmation of this scenario but cannot find one. The behaviour displayed is - we beleive - entirely normal - but I have to give an official repor...
- Also the word is in the pendi g item itself, it WARNS you not to move the item, couldnt be any more clear or official than that!
