Four drives can not working concurenlty

We have four drivers and two libraries, each library have two drivers. However, four drivers can't work concurrently. Only two of them can run job concurrently.

I try to change Max Concurrent Drivers from 2 to 4 in Storage Unit, but the NetBackup not allow me to do that and show me message as "The value for maximum concurrent drives used for backup must be from 0 to 2"

Can anyone have idea why I can't change it from 2 to 4 ?

    So, we see that you 2 robots - TLD(2) and TLD(3). Please fix the attributes for these storage units and delete the rest: nmin62k3l07-hcart2-robot-tld-2 nmin62k3l07-hcart2-robot-tld-3 Parameters to be fixed for nmin62k3l07-hcart2-robot-tld-2: Host Connection: _STU_NO_DEV_HOST_ Robot Type/Number: TLD / 3 Select the master/media server and change robot number to 2.
