However, as an aside, you also need to allow "Users can copy items to another store " in the desktop policy but you're right that in SP3 you had to allow deletes from the archive when dragging from the VV to the mailbox since that's a move (it's really a copy/delete action). However in SP4 (due next week) we've made some improvements to this functionality so that if you don't allow deletes we'll change the drag-drop action into a straight forward copy.
