Nagalla is right - NBU 6.5 reached EOSL in Oct 2012. You can only purchase NBU 7.5 licenses.

thanks Marianne, now if purchase NBU 7.5 license for Oracle agent and i put with 6.5 client because i have the CD for that, it will works ??? (i need just valid serial license)
I have no idea if it will work. You will also have no support from Symantec if you try to get it working on 6.5 and experience issues.
You really need to upgrade your environment.
If you have a valid maintenance contract, upgrade is for free.Best to get hold of your nearest Symantec reseller and discuss upgrade of your environment and license requirements.
Most easiest way is to talk with the resaller whitch you purchased existing licenses from.
Otherwise, try to find resallers from Symantec Partner Locator
