do u mean NetBackup master server clustering on windows 2008 cluster?
for this you simply need to build MS cluster first then carry on with installation
it would prompt you for three options
install on this computer
install on multiple computer
cluster install
choose cluster one
you can simultaneously deploy on both node or either of them

note: you can not cluster media server (from 7.x onwards), only upgraded media server cluster is possible from 6.x release to 7.x

i mean in media server or client, but my main question, are there are an agent for cluster netbackup?

As per speedfreak's post - ONLY master server can be clustered in NBU. See link to manual in his post. NBU master can only be clustered during new master installation. NBU installation will interact with the current installed cluster software (Microsoft Cluster or Veritas cluster) to configure NBU cluster resource/service group.
For media server - install each node as standalone. You can either add these media server to STU group or config 'application cluster' - see NBU in Highly Available Environments Admin Guide http://www.symantec.com/docs/DOC3678 for steps/instructions.
For client - install normal client software on each node. Configure policy using virtual hostname to backup cluster/shared data. Configure another policy with local nodenames to backup local filesystems.

Thank you for you posting, your post is useful, but the document is not clear the the installation and configuration on standalone node.

now i understand this issue, if i want to build a backup client cluster i can use VCS, MSCS and so on. and use the virtual name in policy, and the the cluster in hosts are manipulate with cluster monitoring.
if i wrong please correct my information

Correct.
Clustered clients are normally already clustered as File server or Database/Application server (Oracle, SQL, Exchange, etc....). The resource/service group configuration includes the virtual IP and hostname as part of the cluster.
These clusters can also be configured to have an active instance on more than one cluster node, e.g where SQL Instance1 runs on one node and virtual name/IP linked to Instance1 (e.g SQL-INST1) and Instance2 runs on another node and virtual name/IP linked to Instance2 (e.g SQL-INST2). Both instances can run on any node, even on the same node in case of node failure.
In this example, NBU Client software is installed on each node.
One policy will be added to backup Instance1 on Client Name SQL-INST1 and another policy to backup Instance2 on Client Name SQL-INST2.
You need to ensure proper forward and reverse name lookup between master/media server and virtual name(s). Use DNS or local hosts files.Another policy can be added to backup local drives (e.g. C:\) on the physical nodes. Here the actual node names will be used in Client List.

Dear All,
To know all how i solve the problem. The app-Cluster is ot supported for Media Netbackup Agent 7.X, and you can't use it for new major versions (6.5.6 is support). So i am not use the Cluster or app-cluster for media server

App-cluster is indeed supported for media server on NBU 7.1.

About virtual storage units with a standalone media server in a NetBackup cluster

i was open a case with symantec and they told me the netbackup 7.X is not supported for media server, and advice me to use 6.5.6 if i want use an app-cluster,
That there's email:
"Please remove the Application CLustered Media Servers and you can use them as normal media server but since these Media servers are Exchange 2010 Mailbox Servers , symantec will recomend you to use a separate media server for backing up these Exchnage 2010 DAG Media Servers as this can cause performace related issues both on backup application and Exchange 2010 Application working ends."
and
" There is no solution in this case that we can provide you because this is an unsupported configuration as already mentioned that Media Server Clustering is not supported since Netbackup 7.x."
and i must not use shared storage unit in one policy, should be two separete polices and separete storage unit.
