    unless i've been taking crazy pills today, wouldn't a USL suffice, because i don't think that resetting the password through the VAC will create the missing service and neither will reinstalling the binaries, but USL will create the services

refer the solution mentioned in the following document

if that does not help stop the ev service and implement the following registry HKEY_LOCAL_MACHINE\Software\KVS\Enterprise Vault\Agents\
DWORD Value - UpdateShoppingBasketNoRequeue
Value Data - 1

and then start the EV services again
