Tried the Basic version as Multilingual failed, just a test.
Solved problem.
Once unblocked, turned off Norton Security and installed without a glitch.

Would recommend you use v18 as v16 is end of standard support now (https://www.veritas.com/support/en_US/article.100038901.html).
Thanks, tried that but same problem with v18 multilingual, the v18 basic starts to load install but comes up with error stating it doesn’t support windows 8 or 10 amongst others.
Is there a reason why you are using the basic edition? I would suggest downloading the desktop edition instead. You can get it here: https://www.veritas.com/trial/en/us/system-recovery-18
If this still fails, would recommend you check in the Windows application/system event logs to see what errors are shown at the time you attempted the install.
