database upgrade form 9x to 11d causes bacrkup exec service to stop

Hello,

While migrating from 9.0.4454 to 11d (no updates) I attempted the steps in article: 286729 (How to migrate BEDB data from earlier versions [9.x and 10.x] of Backup Exec to Backup Exec 11.x using bemig.exe.) after performing the steps and receive a "success" message I can not start the stopped BUE services. A repair or re installation of the product does not fix the service hang. The only fix appears to be stopping the sql service, restoring the BUE database that was created during the installation. There are no logged events in the application or system logs.  The error generated when you try to start the service is " unable to start service, a dependency failed "

 

Is there a different procedure to import my db or jobs from the 9.x server or another option to migrate my job with out having to manually recreate them?

 

Configuration consists of:

server a- 9.0.4455 on w 2003 std server, 2 tape libraries

server b- 11.0.7170 on w2003 storage server, 2 tape libraries
