Ordinary scp (or pscp) still works fine, as long as you're going to/from an authorized directory (I believe just /log/ or /inst/patch/incoming/ ).
I'm impressed you got WinSCP to work ever, unless you're talking about using an account that doesn't involve the CLISH. Since accounts with CLISH access are technically executing a script instead of a login shell, I've never managed to get WinSCP to work with one of them.
That said, as I mentioned pscp works fine, and there's a lovely feature that enables web access to the /log/ directory as well for easy downloading, you might want to look into that.
