10d DLO multiple domain problems

I have a client using 2 domains setup with trusts. Their DLO option worked fine for a while. But now they cannot add anyone from the other domain into the DLO setup. The receive a "cannot validate user" error, they can still add from their primary domain. They tried applying Hotfix 12 (http://seer.support.veritas.com/docs/281569.htm) but it does not install. It rolls back at the end. They have uninstalled and reloaded the software and have the same issue. They are using 10D on a Windows 2003 Server.
Has anyone have any ideas on what the problem may be?
