Does the Archive bit of a file change when the containing folder is moved?

Archive bit will be reset if you modify the file and save it. When you move the file to a different location

the archive bit will not change only the modified time of the file will change.

More of an operating system/file system question than a Backup Exec question (even though it does affect Backup Exec and any other backup product that uses Archive bits) 

A quick test shows that the archive bit of a file in a folder will not be set if you move the folder on the same volume, but will be set if you move the folder to a different volume. (I kind of expected this before I tested just wasn't 100% sure.)

Moving a file or copying a file to another volume does not change either its archive bit or its modified time.  This is because the file is not modified by either the move or the copy.

The archive bit and the modified time of the folder containing the file will change if it is either moved or copied.
