Have you installed BE with its own integrated SQL express instance or are you using a SQL server
to host BE database.

What happens when you restart BE services through "services.msc"
Are you using BE agent to backup EV?

we get the same when we restarting the services.msc.
yes we are using be agent to take backup of ev.

Hmm I suspect this is something to do with the fact that Backup Exec Archiving Option uses EV technology which in practice means the Service names are the same for the BE Archive Option as they are for EV itself.
Then we have a utility in BE that is desigend to reatart all teh BE servcies and it therefore does know about the EV services as they could be the BE Archive Option, so restarts them.
Out of interest, did you upgrade the Archive Option to full EV or has EV always been it's own install?
Also as a generic workaround if your restart the backup Exec Device and Media service via the Windows servcies applet it will restart most of the core BE components (but may not restart the EV ones) have you tried this instead of using BEUtility

we are not using BE archive option.
