Backup Exec Remote Agent for Windows Servers 1053

When starting the above service I get

'Could not start the Backup exec Remote Agent for Windows Servers service on Local Computer.

Error 1053: The service did not respond to the start or control request in a timely fashion'

The service is running under the Local system account (although I have tried using an admin user account and that also failed). When I start the service it gives me this error quickly (about a second) so it doesnt even appear to be trying to start.
Any help appreciated.

I should mention I am on windows 2003 server, no service packs.

Put the remote agent service in debug mode.
