Can't repair or uninstall 9.1

I have 9.1 installed on SBS2003 box. I was having a wierd issue where jobs were stuck in the system and could not be deleted. I had to manually delete them from the database. I was still experiencing some issues after that so I figured I'd try to repair the install or if need be, uninstall and reinstall. Unfortunately, I get an error and can't do either:

From either add-remove programs in the control panel or the Serials/Installation menu in the program, it launches the installer. Then, no matter which I select under the local install (additional options, repair, remove) it fails. It starts the process, then i get an error:

Error 1606: Could not access network location (then two wierd squares)

I get retry and cancel...retry fails.

HELP! I need to reinstall ASAP and can't.

Hi,

-have you also tried deleting regisrty keys ?
-is backup exec database installed in SQL or in own MSDE..

no i have not deleted any registry keys. Which ones?

The database is in SQL
