Cannot install CPA - gives service did not respond to the start or control

I have a working installation of the CPS with 1 remote server being protected. I am trying to install my 2nd remote server, which is W2k3 in terminal services application mode. When I try to push the remote install , the CPS says the service did not respond to the start or control request in a timely fashion. I have uninstalled the previous Backup Exec Remote Agent (pre-10d) and rebooted but it still does not install.

Is there a manual install for the CPA? I could not find this error message in the KB.

The CPS shows an error message that says "The service did not respond to the start or control request in a timely fashion." I could not find any other information about this.

This particular server was working with Backup Exec 10.0 as a remote agent prior to using the CDP server.
