Help Restore Loading State

I have a complete backup of a database from tape from the night before and trying to move this to a newly built server. After the restore is complete, on Enterpirse Mgr, the database is at a "loading" state. I check the options from BE and set everything that I can tell. Am I doing this correctly? This is on SQL 2000 with exact service packs and patches.
