Jobs are not run They Stay "Queued"

I am running BackupExec 8.6 Rev 3878. My backups are not running the system seems to be hanging. When I try to run a job now it stays "Queued". In the properties the job log says:
"Unable to access the job log associated with this completed job. The file may no longer exisit or you may not have access rights to the file.
I have not been able to back up to tape for a week now.
I appreciate any help.

Ken,
I checked all permisions and group membership and everything is in order. I restarted the services and tried to get a inventory of the tape and it remains in "Queued" status. With the same error message. Any other ideas?

Still get the same error. All permissions seem to be correct.

From the Devices Tab, is the drive started and ready?
