Policies don't work as expected

I setup most of my customers to use the "Media Rotation 0001" policy in BE10. I modify the Incremental backup to be Differential. Now here's the interesting part. The Template rule states that "If start times conflict, Monthly Full Backup supersedes Weekly Full Backup". In this scenerio, October 28th, the Monthly superseded the Weekly and ran as expected; however, once completed, BE prompted to insert the Weekly tape. I don't want to set "Automatic Cancel" since I don't want to cancel Weekly or Monthly jobs. I would expect that if the Template rule is enforced, the Weekly job should cancel out and show as "Superseded". Am I wrong here? I thought about setting the schedule to "Start no later than..." and picking a 3 hour window. Any ideas?
