Restoring a crashed system

I'm sorry for the question but I am going to ask anyway.  If I have a complete server backup on tape, and the server crashes, do I have to rebuild the server OS before I can do a restore? If not, could one of you please give me an outline of steps to take to get the server back online.

You would need to rebuild the OS and reinstall applications.
You then can restore data and return the machine to any specialized role i.e. system state, sysvol for domain controllers.
