SP2 install failing, SP1 required?!?

I am trying to install SP2 for BE9.1 build 4691. It is giving an error: "The following patches need to be installed before this patch can successfully continue: Be4691Rsp1.exe"

I'm using be4691RSP2_275247.exe for the install. The bkupinst.log file has the following:

Hello,

Please perform a repair installation of Backup Exec and then try installing the SP2.

I repaired the installation, rebooted, and attempted to install SP2. Same exact error message, same lines in the log file?!?

For giggles, I tried to applythe security hotfix that's supposed to require SP2. It installed fine. I then reattempted to apply SP2 and the installation completed successfully. Finally, I reapplied the security hotfix just to be sure. Veritas update now shows SP2 and the hotfix installed. Strange, but fixed. Thanks.

Your workaround works for SP3 as well. I am confident not many people would try what you did.
In addition, I was unable to find be4691Rsp1.exe file anywhere. Couldn't install SP1 even if I wanted to!!
That's really logical... ya know?!?! ;)
