"Unable to create selection list" on BE 10.5484 sp3 on W2K server

I'm getting the "Unable to create selection list" error when I try to do a restore. I'm running BE 10.5484 sp3. I followed the instructions in Doc ID: 279681 but that failed to resolve my issue. I had a major server crash and had to recreate the Logical drive on a W2K server. I did a fresh install of BE 10 and tried multiple tapes and they all give the same message.

Need help!

Please upgrade to 10.0.5520 and then install Hotfix 19...

10.0.5520 Hotfix 19 - "Unable to create selection list" error occurs when trying to resubmit a restore job, and after applying BEWS 10.0.5520 Service Pack 1 some restore selections show up multiple times.
