system state not appearing on the list

Can someone pls tell me what to do in order to have SYSTEM STATE appear on the list of local selection?

This would allow me to backup windows registry

Firstly upgrade the Backup Exec v9.0 version to Backup Exec v9.1. Refer to the below mentioned link to download it:
