When deleting a Legal Hold Notification, is there a way to disable sending a "release" email to all custodians? This is confusing to users as typically we need to delete a notice to edit what was sent out.

As far as I'm aware this is not possible to do.
It might be possible that you could workaround by setting the SMTP server to another address to stop it being received, but it's not something I've tried, it's not a real solution and I wouldn't recommend it.
If this is something you would like to see in the product, it's worth raising it as an idea here.
