Here me finding to bring NBU-OpsCenter into good behaviour.
When NetBackup OpsCenter behaves like “The dbsrv11.exe process stays at 100% CPU”.
When NetBackup OpsCenter behaves like “The dbsrv11.exe process stays at 100% CPU”. Knowledge from these two articles is to be applied as this solves situation.

From 100% CPU load on two cores to much lower CPU load is top be expected.
Better understanding of the server.conf configuration file
Canging the -c option will bring disk IO down, as database IO goes all to memory.

-n OPSCENTER_<hostname> -x tcpip(LocalOnly=YES;ServerPort=13786) -gd DBA -gk DBA -gl DBA -gp 4096 -ti 0 -c 12G -cs -zl -os 1M -m -o "<install drive>:\Program Files\Symantec\OpsCenter\server\db\log\server.log" -m
Note the –c option has high value just below physical memory for the server.
