Please perform the following steps:
Open Regedit,
1) Highlight each entry under HKEY_Local_Machine\Software\Classes\Installer\Products and check which GUID# corresponds to ProductName=Veritas Backup Exec for Windows Servers
2) Browse to HKEY_Local_Machine\Software\Veritas\Backup Exec\Install, Note down the path for 'Source Path' ^
3) Browse to HKEY_Local_Machine\Software\Classes\Installer\Products, Note down the path for 'Transforms'
The path should be same for both 'Source Path' and 'Transforms', If the value's path does not match for each of the above registry keys, the error applying transforms will occur.
4) Append '\1033.MST' without the quotes to the path value for the second registry key, HKEY_Local_Machine\Software\Classes\Installer\Products\GUID#\Transforms
Try installing the hotfix.
Warning: Incorrect use of the Windows registry editor may prevent the operating system from functioning properly. Great care should be taken when making changes to a Windows registry. Registry modifications should only be carried-out by persons experienced in the use of the registry editor application. It is recommended that a complete backup of the registry and workstation be made prior to making any registry changes.
