Out of the box, BackupExec supports one library/loader with one tape drive
If you add additional drives, you need one LEO (Libray Expansion Option) for each drive after the first (ie three drives = two LEO licenses)
If you add an additional loader with one drive, that is also one LEO, additional drives in the second loader are, again, one LEO each

do they still sell those for Backup Exec 10, or can they be downgraded?
I doubt it. You may be able to puchase a current LEO and then have Support generate a back-level serial. But - v10d has been end-of-live for several years, so maybe not
You can also look at EBay and Craig's List. back level serials are often listed on both.
