can we use offline overwritable media for backup if yes ,kindly share the steps

can i use this media for weekly backup its scratch but in offline media?

When a tape is offline, it is not in the tape library and cannot be used by any job. You need to put the tape into the tape library and do a scan so that it is recognised. After this, it will be marked as online and can be used.
The tape that you indicated in your screenshot is marked as overwritable so it can be used immediately. You don't have to do anything. If the tape is not overwritable and you want to use it, then you have to move it to the scratch media set before it can be used.
Do note that BE 2010 is EOL and you should upgrade to the latest BE 16.
