Backup Exec 9.0 SP1 cannot start job engine

My W2k single AD DC running 9.0 SP1 cannot start Job engine. Error 1058 service is disabled or no enabled devices associated with it. single DLT drive is listed, service is not disabled. I deleted the device, restarted services. Same error! all other services and dependencies appear to start OK. Anyone seen this? Thanks
