The online documentation for these items does not state that they need to be applied to Remote Administration servers. Do they need to be applied to RA servers or not? What file versions should be present after these items are applied if they are to be applied? Thanks!

you do not need to apply the hotfixes to the remote administration servers unless mentioned. You are correct.
