I need to archive my backup in backup exec, and if I manually copy and paste backup files somewhere else will it be restoreable from BE 2012?

Do not manually copy/paste the backup sets. Instead, add the other storage device to BE and then choose the option to "Duplicate" your backup sets from one storage to another.

No it won't. You need to add in a stage to duplicate the backup sets. Read the TN below on how to do this:

If you want to duplicate to another media server (and not another media like disk as above) then read the TN below on CASO. You'd need the Enteprise Server Option which includes the CASO option:
