I'm trying to upgrade the current version of Backup Exec 2010 R3 V13 with SP4 however something is not going as expected.
There are a couple of topics on this issue that claim by simply changing the permission in the register will solve this - however this is NOT the case.

Registry permission have been set for:
HKLM\Software\Symantec\Backup Exec For Windows\Backup Exec\13.0\Install
HKLM\Software\Symantec\Backup Exec For Windows\Backup Exec\13.0
System, administrator, administrators and I've even added the domain admins, all have full control
After this I've added the Everyone group which did not help.
I have removed the Major Version DWord and recreated it which did not help.
I cannot ignore this action otherwise the setup will roll back.
I tried to install the service pack 'run as administrator'
This is very very frustrating, how is it possible that there is no clear solution to this.

Does the BESA acount also have these rights http://www.symantec.com/docs/TECH23689 ?

Dear imosla, thank you for your comment.
I check the services and all of them already use the domain admin account. Only the backup exec error recording service and the remote agent for Windows system use the Local System account.
By the way I also receive an error everytime I start the installation
Unable to load C:\ProgramData\Symantec\Backup Exec\{06B4D29D-D713-4EF3-B399-C4346FB84FF3}\Media\Bin\ResDll_EN.dll
I check the directory and and from C:\ProgramData\Symantec\Backup Exec\{06B4D29D-D713-4EF3-B399-C4346FB84FF3} there is nothing more to see.
I can ignore the error and continue.
