This is a fresh install of backup exec 9.1 on a server 03 box with server and exchange agent. Every backup that runs it hangs at loading media and will not get past it. New tape drive that works when running windows backup utility.
Any ideas?

In this document bellow you can find the latest drivers for supported tape drives and robotic libraries and also a list of supported devices:
http://seer.support.veritas.com/docs/251466.htm

I was getting the same thing, where my backup exec would sit in Loading Media, but after I updated my backup exec with the latest drivers, also I got the latest drivers for windows 2003, it worked.
So try it out and let us know if you still have problems.

If issue remains unresolved after installing latest device drivers then do the following:

1. Ensure that tape device or media server is not in paused state. You can verify this from Devices tab in Backup Exec GUI

This problem could occur if Backup Exec is unable to find desired media required for backup job. To isolate the cause of issue, do the following:

a. Move one media to scratch media set
b. Configure and run a small overwrite backup job and verify the result.

If this works then it may be because of incorrect media properties (i.e. Append period and Overwrite protection period). You will find following technotes useful to configure the media properties
