Backup sets on tapes

Please help a novice.

How can I see/report all the tape volumes that are part of backup set?

For instance, I want to restore a from very large backup set which spans several tape volumes and I need to recall the tapes from offsite storage (prior to running the restore). I obviously need to know all the volsers.

If this is the Backup Exec server which backed it up, then the catalogs for the backup set will exist on it. You can enable ShowHiddenMedia from registry https://www.veritas.com/support/en_US/article.100008077.html , re-open the console -> Backup and Retore Tab -> Go to details of the server which was backed up -> Backup Set section -> Go to details of Backup set where the data exists -> properties tab -> media label should show the list of media used.
