BackupExec services are not running

Okay here are the problems I have. Before I install the BackupExec software on this server, I did not receive any errors in any of the Event logs. Afte I install the BackupExec software, I received the following errors an warning:

Is this computer the domain controller? All of the errors you are getting seem to be related to a communications issue with your domain controller. There's more than BU exec issues here, Check network connectivity.

Please make the required modifications as per the follwing technotes and verify the results.
Title:

After installing VERITAS Backup Exec (tm) 9.x or 10.x on a Windows 2003 server, an error message is generated indicating that the Network Load Balancing Service failed to start.
