Compression Not Working at All on DLT1 Drive

I am getting less than 39GB per backup on a drive that should be 40/80GB. (Benchmark DLT1 VS80)
Hardware compression is enabled when I check the properties of the device within Veritas. In addition, the job is set to use Hardware and then software compression if not available.
My jobs are failing nightly, and I really need to get this resolved. Any ideas for ensuring that some type of compression is being used?
