DLO error. "The Desktop Agent was unable to create the recovery key "

I am receiveing the following error on my DLO agent and in the alerts in the DLO administrator.

The Desktop Agent was unable to create the recovery key file \\ARCHIVE\DLO_PMA-robadmin\.dlo\.recovery2. Not found . The Desktop Agent will automatically retry.

My DLO agents are all receiving this message and the Agent status is Disabled.

Why reason why I would be getting this message. I have full change writes to the Folder the DLO back's up on.
