Differential backup acts like Full backup

Our Backup Exec 11d media server runs on a Windows 2003 server, but we have a heterogenous network.
 
I do a full backup on Friday, about 100 gigabytes. Then on Monday-Thursday, I do a differential backup.
 
Lately, the daily backups are way too large - over 50 gigabytes. Looking at the logs, all the previously
backed up files on a server running Netware 6.5 are being backed up again, even though the archive
bit is off.
 
But I can do a full backup of a small folder on the Netware server followed by a differential one, and
it works perfectly (the full backup backs up all files, the differential one backs of that have changed since
the full backup).
 
I assume something is wrong with either the full backup or daily backup properties, but what?

Are you doing differentails based on archive bit or modified time?
