Differential backup does a full backup even after full back has run

I am using a disk based backup. The drive I am backing up to is NTFS on a Windows Server 2003. I created a full backup (reset archive bit) that runs every weekend. I have a differential (changed files) backup that runs during the week. The full backup runs and completes. The differential file runs each week day and completes except the differential backup is the same size and maybe a little bigger than the full backup. I thought the differential would be small since it is only changed files. Since the differential is the same size or bigger than the full backup it is taking up to much of the hard drive.
What am I doing wrong with this setup. Any advice would be greatly appreciated

Hello,

Does the Full backup taken before the differential one succeed? Are you using the modified time backup method? Refer to the following technote in that case:

Title: Backup using "Differential/Incremental - using modified time" option tbacks up all the data rather than just the changed data.

Also verify if any third party software is changing the archive bit of the files backed up. Refer to the technote below:

Title: When running a Differential or Incremental backup job, all files are backed up as if a Full Backup was run.

If the problem persists, recreate the jobs and test the results.

I am not using differential modified. My anit-virus is Symantec Corportate 10.0.1 lastest version. I will contact them to see if their software has reset the archive bit. I will also do another test run. Do you think upgrading Veritas 9.1 to version 10 might fix the problem.
