Does bexec 9.1 have a plugin that supports encryption of the data to tape

No - you can only password protect the media which NTBACKUP can get around.
Netback support encryption or you can get third party hardware that sits between the backup and the tape device

Backup Exec (tm) does not encrypt data on media.

Can Backup Exec for Windows Servers encrypt data on media?
