How to do a System Rebuild/Restore with new Hard Drives and partitions?

Hi all,
 
We have a Dell Server with Microsoft SBS 2003 and Veritas BAckup Exec 9.1 (disks are 9.0 with download upgrade).
 
Current backups are being done in 2 ways
1) 20gb DAT for Exchange and user data  nightly - this is full now
2) Disk to Disk backup on to Ext. USB drive - about 40Gb everynight (All Data, SYS and Apps volumes ie whole server)
 
I have done IDR once and it did create an Image but I do not know how to put this on to a Bootable CD.
 
Server does not have a CD/DVD writer but I can install one if it helps with IDR
 
Our Main SYS volume is running out of space and the hard drives are about 4 years old. So I thought I would upgrade the drives (soft mirror at present) and also recreate bigger partitions so all the Windows fixes can be installed.
 
Can anyone help me with how to do this using Backup Exec 9.1?
Is it possible to do this uning IDR or better to rebuild server?
 
Also I would like to recreate/restore the Dell Diag Partition if possible?
 
We have the MS SBS 2003 disks and Backup Exec 9.0 disk from Dell.
 
All help is greatly appreciated. And many thanks in advance.

Well, you COULD use IDR, but I see no reason to
 
Shut down all Non-essential services (SQL, Exchange, etc)
 
Do a special Full Backup to your USB drive
Also run BEUTIL and do a "Save Configuration to a file" saved on your USB drive somewhere
 
Shut down the server
Remove the old hard drives (mark which one is on which Port/Raid position, just in case you need to fall back)
Install the new hard drives
Initialize the array using the Dell utilities (should also create a new utility partition) making sure that each partition is at least as large as the current partition
Install Windows
Install backupExec to a different location 
Start BackupExec and use BEUtil to "recover configuration from a file" and point it to the saved file on your USB drive
Stop/Start BackupExec
 
You should now see your B2D folder on the USB drive as a backup device
 
Start a restore  using these options

- Restore over existing files

- Restore security

- Preserve tree
