This is due to the System State being checked off in "What to back up." When this item is checked, the active Registry and corresponding System State files get backed up, as well as the files that have changed.
The System State consists of many files. Most of these files get backed up when System State is selected, regardless of whether Full Backup is selected or not. Therefore, selecting the System State option will include files (such as System State files) in the backup that have not changed.
