Inventory Question

First off I am running 11d on Windows 2000 Adv Server. After I have inserted new tapes into my Exabyte VXA-320 I run the inventory so BE knows that new tapes have been loaded. These tapes are part of my 'media set 1', and some of those tapes are inventoried that way. Then I always seem to have 2 or 3 that go into scratch media, and they are not blank but show up that way. I run inventory a 2nd after associating them with 'media set 1' and then after the inventory they show up with data on them. Why does BE do this or am I missing some type of default setting?

Is it possible the protection settings for the tape has expired?  BE could move them into scratch media because they are no longer overwrite protected, but not empty as you note.
