Legacy Restore Mailbox data

Final error:  0xe00002fc - Cannot restore one or more mailboxes. The database that the mailboxes reside in is dismounted or is not accessible. Ensure that the server is available and that the database is mounted, and then run the job again. Final error category: Resource Errors

Never found the answer directly for this specific problem, so posting here for others.

Situation:  All the Exchange mailboxes, including the Backup Exec service account, had been migrated to the Exchange 2013 environment. 

Required: Restore of pre-migration Exchange mailbox data was needed. The user mailbox was originally in store in a server that had been gone for a long time.

Resources available:  One Exchange 2003 server with one storage group and one mailbox store (empty); A Backup Exec 2010 media server was still available.  This was on purpose since it is well known, there is no restoring Exchange 2003 data from a Windows 2012 BE media server.  A mailbox was created on the Exchange 2003 server to use for a redirected restore, but kept getting this error above.

The answer was: 

1) In Exchange System Manager, delegate the role Exchange Administrator to the user associated with specially created mailbox.  The original account had been migrated to the new Exchange 2013 environment long ago. 

2) make a Backup Exec login for this user; and

3) use these credentials in the restore in the 'Redirect mailboxes' answers.

Hope this helps someone else.
